MINISTRY OF COMMUNICATIONS CLAIM AGAINST THE BRITISH AND NOWOLONG
OVERNMENTS,
As suggested in our conversation the other day I oncloss a brief memorandum on the position regarding the above claims.
On behalf of the Ministry of Communication" and at their request we have taken up the matter both in Hongkong and London and we woen now to have come to a deadlock.

and our Hongkong office inform us that in their opinion it would be a very good idea if the Minister (Commercial) would take up the matter with the foreign office on our behalf.
There is no doubt that the Mini-try of Commmnisation" 1 getting impatient and whenever we "end a representative to Nanking we are tackled on this problem and åaxed why there is delay.
For your information I enclose copies of two letters we have received from the Ministry of Communication".
